Designing a good, cohesive, thematic fight is difficult, time consuming work that takes A LOT of testing and fine tuning

You’re not just worrying about where the boss is, you’re worrying about projectile speed, hitbox size, object class, position, all that stuff, and definitely even more
And with exos, you multiply it by 4?

the biggest roadblock with exos is probably unironically gonna be multiplayer

And exos is not only 3 (technically 4) bosses in one i assume a rework would also want them to actively synergize and work with eachother

the exo mechs is a fight between four different bosses at once and has the pressure of being one of the penultimate fights in the mod with a lot of lore importance riding on it and would need to be extensively tested especially for multiplayer and on top of all that you can choose the order of the fight

the entire premise of the fight is that you're being ganged up on by extremely efficient complex killing machines and it's a fight you mathematically shouldn't be able to win (lorewise)

If you want a professional-level experience that's extremely successful, well-presented, artistically beautiful, fun to play, and leaves an impression, you can expect months of iteration
I'm biased obviously but I think the trouble isn't programming or art at all as much as it is iteration in general
