There are members of the tmod team that are testers or in the case of Chicken Bones, people who develop(ed?) tmod who actively work on vanilla now. There IS cross involvement, but logistically it's extremely demanding to actively develop with modding in mind. There's significantly more testing required, and it would heavily affect development priorities. If you thought 1.4.5 took long enough to come out, imagine if they had to double or triple the testing for every feature.
Furthermore to officially involve tmodloader in production would introduce some difficult business aspects, because Re-logic is a corporation with a payroll. Having unpaid volunteers can be complicated, in a legal sense. So the alternative would be to have them paid, which would limit who is allowed to work on tmod.
Not to mention concerns about beta leaks etc etc
