It was a fun thing to do, so I'd try to find a middle ground between what it was to basically outright removing it. If it was an established system then they could've halved buff durations or tag damage when switching or something, with a tooltip. Similar systems show up in Calamity like nerfing damage when not holding a summoner weapon. But yeah, there's reasoning to keep something some find fun while tempering it.

tModLoader is patch based. there are several tModLoader contributors on the re-logic team, but actually getting a working version of tModLoader before a Terraria update releases would require them to leak source code in order to find places to put patches
also, the reason for the delay isn't really due to feature parity, but because there will be a bunch of deliberation and breaking changes which change how the api is used, some tMod original and some due to how Terraria works now
