1: Rainwater falls on exposed rock on mountains, then eventually flows to the ocean through rivers, carrying the salt dissolved from the mountains into the ocean, concentrating it on one place.
2: Oceans are on top of tons of exposed rock, instead of soil like we have on land, so salt dissolves directly from the rock into the water.
