The reasons why Calamity peaks at country level is because:

Calamitas' feat of boiling a sea was calculated at that, granted it's on the lower end and Calamitas took an extended period of time to do that, therefore it shouldn't directly scale to her (I would argue that it can be used as a standard for beings much stronger than her, like Fovos, who not even Zeratros, who should be stronger than SCal, nor an entire army of weaker auric dragons could properly defeat)

And Xeroc being able to manipulate sunlight in Terraria also has calculations that are around country level, but that needs more info since rn Primordial Light is vague

So yea, the absolute peak rn I can't push much higher than country level unless you wanna take every tooltip to its utmost literal

I'm not entirely sure if this is how it works, but from what I have gathered and interpreted, this is how it is:
Developers can release their own WIPs whenever they want to, without explicit permission from other developers. WIPs that involve collaborations require all collaboraters to consent for the WIP to be released. Once something is approved to be put into the mod, it cannot be shared without a large majority of Developers deciding it would be fine to reveal. Obvious super top secret stuff are meant to be kept super top secret.
