It was the fact that his attacks forced a fallgod playstyle which would make changes to the fight redundant

Okay, so the cap for post-Dark Sun was imposed during 1.4, but it was still post-Yharon 1, and Ultima fell into that category, therefore making Dark Sun post-DoG nerfed all dono items that were post-Yharon 1 virtue of the fact all post-Yharon 1 weapons were nerfed alongside them.
..I still want Ultima's fire rate improved tbh. That's why I loved it so much.

the current proficiency only exist to further disincentivize class switching, the bonus it give is minimal at best until you reach post-ML (so you can get to lvl 15), and it is still not noticeable

let's say you kill scal and you have 15 proficiency in melee but 0 in all others
you have a higher chance of getting violence which is what you want
or if you are 15 magic you have a higher chance to get vehemence and/or heresy

Ideally you'd just have all the class effects at once if you have attained them by levelling up different classes, to encourage multiclassing instead of needlessly punishing it

The concept of a boss puking at you is pretty original for terraria, but I haven’t looked at the wiki recently to check if old Duke has a different attack that’s similar to his gore attack
Basically, his Sharkrons split in 2 damaging gores upon death
Which, in a fight, is mechanically equivalent to the gore vonit
He can do these two back-to-back too, essentially flooding the screen with Sulphurous gore and getting cheap hits
