What would cause the game to freeze every time I try to use the bunker computer?

re: I was logged in and playing in a friend only session when the game crashed. When I tried to relaunch, I get an error that says 'failed to connect to game library service'. I uninstalled and reinstalled the games via steam and still have the issue. I submitted a ticket to Rockstar Support but immediately after I submit them, the dashboard on the R* website tells me the ticket was resolved immediately. Does anyone know how to fix this issue?

I have submitted 3 tickets to Rockstar Support and each time I submit, they send me what appears to be an autoreply with a line that says to 'check my internet service proviider'. I did this and all is working well... I've uninstalled and reinstalled the game, the launcher, I have started the service manually, set it to automatic, and turned my windows security off. Of these attempts, I was able to get the game to run twice, but any time I stop the game, the previous 'fix' doesn't work anymore. Now nothing I do is letting me log in.
