Popularity fills up safe max to 250k if you keep popularity above 95%(50k every 48min), the warehouse is better IMO as it's passive.

Active you can try cluckin bell. You can start it for free, its easier than cayo and it gives 500k per heist (plus 250k for the first time you complete the heist) for less than 1 hour spent on preps
