Let me ask you a question. The game has an in-game reporting system. In that reporting system, you have the option to report players for "griefing."
Do you think Rockstar wants you reporting another player for "griefing" after they destroy your cargo, even though the game not only notifies the entire lobby to "destroy rival cargo", but also rewards that player for doing so with money and RP?

People tend to forget that little part in bold.
