You need to go to the madrazo mansion, which will have an H with a 🌴 next to it, then you can go to the diamond casino, and at the north most part of the casino will be a door to go to the music locker, you can go into here once you pay the front lady at the register $250 or own a penthouse for free access, then you can go into the club and meet mini madrazo for the cutscene for cayo, then the sub will be unlocked for purchase

Ms bakers office > Security floor > Go down preferably the elevators mostly, since you have nothing to gain off hiding stealth from stairs, as you aren't doing big con or SNS > Go down to the vault floor > Then its basically the same there, you go from your exit point, the only difference for this is how extensive the entry is because you have to go through the main casino, staff lobby, security floor with mini safe, then below that is the main vault area, after the vault its all the same as normal casino
