I have this same issue
It'll start out fine but as it goes on it'll get worse and worse and all the sound will sound baked but it dies down
I think this is just a quest issue as this has happend in other games usually when I was using party chat but leaving it never fixed the issue
It only happens with some games though only two out of the rest that I have

Me and my brother play everyday for 90mins and ALWAYS experience this static noise randomly. Usually only one of us has it at a certain time, but the other gets it later. It sometimes dies down then returns later. We are both on Q2 and use the Oculus Party Chat, as we only play against bots in our own private lobbies. Is this an Onward bug or due to a Meta update?

Easy ‘fix.’ Double tap the power button on your headset, and it’ll go away. No need to leave a lobby or restart game.
