I just got a letter from the ARD. I didn’t get one at my last address (at least I never saw one). I don’t have a tv so I don’t get why I should pay it? Do I ignore it?

No, you have to pay for it
Even if you don't have a TV you have a phone, a computer, you can still watch ARD / the Mediathek, several YouTube channels are part of GEZ as well
Not paying for it is a crime and worst case can get you to jail.
Every household has to pay for it. If you have roommates, ask them if someone already pays for it

if you have room mates, you still have to let them know that someone in your household is already paying for GEZ. dont just ignore the letter.
also, if you want to start watching german public tv, you can watch it on the channels' websites, or through a combined mediathek like https://mediathekviewweb.de/ why not use it if you're paying for it :)
