I just caught wind that my German mother just scammed money out of my German grandparents. Is there a place i can report that?

It depends on how you define "scam", you can elaborate in DMs if you want to.
But most likely you'll need to make your grandma understand what happened, and have her agree to take legal steps. Then she will have to go to the police
