I am needing more information about univeristies in Germany. I am wanting to stay near a USA base in Germany since I will be able to get on base. I want to go to school in Germany as an international student. Does anyone know what the schools are like and which ones are good? I am not looking for best school because it will cost a lot of money, but a decent school. Thanks in advanced and feel free to DM me.

This question is really really broad. "What schools are like" is going to depend on the city, your program, what expectations you have, etc. Which schools are good is again going to depend on what you want to study and how you define "good." I would say that in general universities are not as strictly divided into good or bad as compared to the US. I can't speak for private universities, but public universities in Germany exist on fairly equal footing. But again, what you want to study and your intended career makes a big impact on this. I'd suggest using the search function to search for other threads that talk about the international student experience or asking a more specific question.
As a side note re: your comment about money: universities in Germany don't charge tuition in the same way universities in the US do. Private universities will be more expensive, and there are some federal states in Germany that have decided to implement tuition for non-EU students, but this is not the case everywhere. In many cases, you will only pay semester fees which are between 100-300 euro per semester. This doesn't take into account money needed to obtain a student residence permit, but that isn't going to vary based on which university you attend.
