if your not german then all other students are only allowed Wohngeld, for that i think you have to either go to the job center (when you already have a residency) or Studentenwerk of your respective city in germany

i said either job center or studentenwerk in your city, however if you just want the help and its not because your facing difficulties aka exploiting the system, i wouldnt recommend that and anyways under the conditions of getting wohngeld one of your parents that was responsible for paying you money cut contact with you, which brings me to the second point, you have to be in germany and as a student you have to proof financial stability before even coming to germany in the form of a blocked account
