As for learning German, it depends on where you plan on staying, but you can go to a language school, or the volkhochschule.
You can apply for a job-seeker's visa. But since finding a job in Germany is a lot easier if you already speak German, as far as I know, the usual process is to learn the language first, then apply for the visa.
