Well, I think there are some differences depending on whether you are from the EU or an international student (from outside of Germany and the EU). I'm an EU student and only have experience with a Wohnheim, so I can't help you out much. Hopefully someone else has more experience and can answer.
In my case the only thing I had to do was enroll in the university and then apply for a room in the Wohnheim. After I was accepted, I had to pay the Kaution (a security deposit) and a month's worth of rent upfront, and I could move in on the day set in the rental contract.
IIRC people who didn't have an European bank account had to pay 3 months' worth of rent upfront.
