My advice is to give up immediately. Or copy another already existent app. I doubt you have any hope of making anything useful unless you really know German grammar exceptionally well. Else a textbook does the same trick (but better).

I can't imagine an app teaching complex grammar in an interactive way with exercises... not beyond dative and accusative objects, really.

Oh well if you really wanted to do it, what I would do is just link the app to a verified Eng-German database and have the user reconstruct sentences from there

Otherwise you would come across heaps of problems trying to autogenerate grammar exercises
