@pallid kelp i meant that you don't have to force yourself to practise speaking everyday. I learnt english by mostly just listening and reading, so i know it works. Talking is something, that you can train by yourself, if you can already understand what people say and repeat it on your own. Talking to yourself and correcting yourself, if you already have a feeling for the language might be a better way for people, who fear being bad at language or making mistakes.
For me listening is the most important skill when it comes to learning a language, because its pretty important getting a feeling for the language if you want to be confident talking

I don't think language can be effectively learned without tackling all sides of it. There is a very real limit to how much reading and listening comprehension will help spoken or written production and vice versa.
I understand English since my childhood and gradually improved my writing skills over the years but even after all that, when speaking I was terrible in both pronunciation and coherence, including speed. Only by forcing myself to speak did that improve, to the point where I was sometimes able to pass as a native or at the very least not sound foreign (meaning that natives would at the very least think of me as a native of a different variety of English rather than think of me as an ESL). I couldn't possibly get this far by only training the other three skills and I know many people who do that and how easy it is to tell that that's exactly what's holding them back from their potential.
While yes, you can get by by not focussing on speaking, I would never advise to do so to anyone who seriously wants to learn a language.
