I'd say get a wanted level, the ships will come to you. If you're looking for maximum efficiency only board a ship if it either has the resources you need, or you have to repair your ship. Use your spyglass to see what resources the ships have. As a tip, the southern part of the map has higher level ships and they usually tend to carry a larger amount of resources
