AC Odyssey Level keeps increasing

Hey, so I've been trying to level up for a while in my AC Odyssey game to reach the higher level enemies. I'm currently almost level 70 but every now and then the other enemies keep increasing in level? Like "the Transulcent" mercenary was 70 but now she's 80, and I can't do the arena because the lowest level there is 70 and they keep increasing all the way to 99.

Thd level cap is 99, but you can go into the settings to change the leveling of the enemies to be stay or below your level

yeah but every time i keep leveling up the enemies do too
