1st, disable ALL animation related mods. verify game files, login, make sure all works well. IMO grab a clean save to test on from nexus, usually 1 just past the prisoner cart scene, so you can move, hop,jump, tell jokes. THEN add the FRAME WORK for your animations (This would be OAR), login, ensure all is well. Then add animations if SMALL GROUPS, and test them, to isolate your issues
