I need help modding scarlet nexus I recently bought it and was hoping to use mods on it but I can’t figure it out

if the mods folder doesn't exist make on yourself.

Installation folder should be the same as UTOC Signature Bypass mod.

You are supposed to read the mod pages, that's what you are supposed to do
You can't just throw everything into the ~mods folder and hope for the best
please go to each mod page and READ

How are mods going to be loaded when you've put the UTOC Signature Bypass (which loads mods) into the mod folder?
It doesn't say anywhere on its page to put it into the mods folder
