#Downloads in Vortex Mod Manager always go to Appdata

Anytime I try to install a collection (I'm trying to get Constellations for Skyrim), it always downloads the mods to my AppData folder (see attached screenshot). Even if I completely purge everything from Vortex and reset the downloads and mod staging folders to my desired location (another drive), when I restart the program OR if I change the folder to the one I want, it downloads to AppData and then runs out of space, failing eventually. I've attempted many different configurations and tries but this seems to always occur. Any ideas?

Whenever I restart the program, it resets the Downloads folder location to the above in the screenshot

Did you perhaps mean {USERPROFILE}\Downloads? There's no environment variable in Windows named "USERDATA" (https://pureinfotech.com/list-environment-variables-windows-10/).

Using {USERPROFILE}\Downloads will make Vortex use C:\Users\[YourUsername]\Downloads for mod downloads.
