First off, can you please go to the Stardew Valley install folder, then into "Mods" and then "UI Info Suite" and see what's in there

Inside the folder I see assets and i18n and it does say folder managed by vortex

Can you go into Vortex and right-click the UI info suit mod to open the staging folder for the mod
Then check inside the UI Info Suite folder here and see if there's a manifest.json file.

Hmm, ok that's weird
In the right click menu, can you please try "Reinstall" and when prompted select "all profiles"
When the process finishes, open it in the file manager again (right click menu) and see if there are any new files.

what if I completely uninstall the mod and reinstall it? to see if I clicked on an outdated version of it?

Then find the UI Info Suite file in that list and send it to me here by dragging and dropping it into this chat

So you should be able to click and hold on the file, then drag it out of the window with the files and into this chat on Discord. Discord should display something that shows you're about to drop a file when you do it

The reason I was downloading from Github was because the one on Nexus was abandoned
So the nexus one is outdated and doesn't work
unless that isn't why you're asking me to get the mod from nexus?

I just got it off GitHub and it was a ZIP file, but the one you sent me was a 7z

I think when I put it into vortex I messed up
So when I tried to drag the file in it said file doesn't exist, but instead of hitting install from file I just went and put the mod into a different file on my computer and then I dragged into vortex.

So with the first install I opened it with Winrar and when I went to drag the file into vortex at the bottom and it popped up in notifications that the file doesn't exist. I then tried a couple more times to drag it into vortex, and after that, instead of dragging the mod into my mods folder for Stardew, I went into a folder I made for mods that weren't multiplayer compatibale that was simply on my computer and not attached to anything specific, and I dragged the UI file into that file. From the Non multiplayer file I dragged the UI file into vortex where it downloaded seemingly just fine.
But this time I hit install from file to download it into vortex and it works fine.
