It seems like my version of the quest does not have any task. If I go to Hoyt, he just says "see you when I see you" (or similar), and has no other option. I have the quest item he needs, but no way to progress the quest.
Seems like this might be caused by doing something out of sequence (as I progressed the Main Quest without Hoyt).
