A description of the bug you are experiencing.
I was attempting to use the leap boots, dilate time and that ability you get for with the zoranthiyum problem I forget what its called. All together to reach a platform near westpoint to see if it had any hidden secrets. Upon do this I felt into the water but did not die instead being left with 1 hp and unable to die. I reloaded and managed to duplicate the bug instantly and while fooling around I managed to step onto some metal and it lifted me into the air making. While in this bug you can shoot and reload but you cannot jump or grab any ledges.
Detailed steps to reproduce the bug. Use the ability for the zoranthiyum gadget thing first (Sorry I do not know the name), and activate tactical time dilation immediately after and use the leap boots while in the air.
