then it sounds like it may have something to do with how it defines a floor. maybe try changing the floor_max_angle-property.
and it was still biased to moving upwards?
have you tried to increase floor snap?
if i think about it the fact that you aren't colliding when moving downwards might be the reason for that behaviour. although it wouldn't really be a bug then.
what i could also suggest is to not just always apply the velocity horizontally, but rotate it based on the floor normal.
