#Severe lag in game on Windows, but not on Linux with similar specs

Hello, so i sent my game i've been working on for the last 2 weeks to a friend so he could try it out since it's pretty much done. I had tested it on like 3 different devices of varying specs and it ran well on all of them, but when he tried to run it, he was getting extremely bad lag the whole way through. I asked him what his specs are, and our CPU's are pretty close in quality (his is a bit worse, but not, like, -500FPS worse), we both have the same amount of RAM, we both use integrated graphics. The game has VSYNC enabled and uses Exclusive Fullscreen mode.

When I run the game in Debug mode, i can get above 300 FPS with VSYNC disabled even on the most "intensive" scene in the game; a 2d scene with 35 or so nodes (mostly Sprite2Ds and Control nodes). I'm so confused, because profiling the game shows no performance issues with specific parts of my game; the only thing the game really needs is around 400MB of vram, and it should run fine.

Has anyone had a similar issue?

it lags like hell even on the title screen (even the fade out animation is clearly choppy)

from his video too, the audio seems to slightly crackle as well (and get louder over time? which doesn't happen when i play it)
