Your Graphics-Card does not support the vulkan-Version required by godot 4.
I had the same on my laptop, which I fixed by installing the latest drivers for my graphics card. (Windows then proceeded to "update" that newer version with an older version, so i had to deactivate that too)
If the latest driver doesn't fix it you can also just try what its suggesting - type the instructed command line with switches this will put you in compatibility mode with reduced feature set. Which means you can at least use Godot 4.
Ah yes I have a laptop with a intel i5 4th gen 4200U which has intel 4400 graphics and I just entered the command line to launch Godot 4. So in your case open up a windows command prompt change directory to where you Godot executable is. Then type :- Godot_v4.0.2-stable_mono_win64.exe --rendering-driveropengl3
Also when creating a new project choose 'Compatibility'
BTW i have opengl 4.3
