#UI Menu buttons stop working at lower resolutions

I've got a menu that is set to 'Follow Viewport' so that it appears to remain stationary as the camera moves. Everything works great when testing at full resolution, but testing at a lower resolution the menu is drawn in the correct location, but the TextureButtons are completely non-functional. I initially thought it was an issues with a button connecting, but now I'm at a loss how to fix this since I have no indication of a problem other than it just not working. Unchecking 'Follow Viewport' in the "StaticUI" CanvasLayer fixes the problem of buttons not working, but results in undesirable scrolling of the menu with the camera.

Actually I've found moving the camera at all seems to make the buttons non functional. Still not sure what's happening between the camera and the buttons.
