Update Rules in beginner and beginner 2 for clarity

I recently saw someone post this link (https://dontasktoask.com/)) after having to deal with an individual asking for permission to ask for help.

I like the content, and think that having it in the rules, or a way to summon a bot that reads out a short summary of the content on the site would help with some of the 'can I ask a question' spam that is ever present.

Also maybe a first time message that pops up that says 'by agreeing to continue you understand that you should have a question formulated, and should not simply ask 'for help''?
