In all channels, posting anything that isn't related to a question you're having, or your own work, is strictly forbidden.
In #general, it's not "strictly". We recognize people may want to share something interesting they found, or a cute image of a cat, or whatever.
However, if we open the floodgates in a 50k user's server, images abound and leave no space for conversation.
Online, the more vertical surface you occupy, the more imposing you are. That's why CAPITALS are considered "screaming".
Posting an image in the middle of people talking is kind of like jumping in a circle of friends with a large poster, standing between two people discussing to go "look at this! Look at this!"
It's a tad rude. So we limit it to two images per day per user, an arbitrary limit that we deemed should stop the channel from being flooded. It seems to work moderately well.
Note that this isn't speculative, it's not a problem we are predicting to happen; the channel was a flood of images and required constant modding and asking people to slow down, and that was with 10k users less than now.
If that rule doesn't work out when the server grows even more, we might forbid any attachment outright

Does this mean that on threads were we have beginner help it's okay to go over that limit?

Yes, everywhere else, there's no limit, but you're supposed to stick to relevant images (your own work or screenshots to explain a problem).
Note that you can request a role in #general that lifts the 2 images limit too, but you're required to pledge to use it thoughtfully and only for your own work.
The role is given freely, but will be taken back if you abuse it
