If both parties agree to a deadline and the deadline passes and the work is not complete or near complete then you have a case to discontinue the deal, however if they are basically done and close to finishing I don't see why you would want to end it and find someone else if they are basically done it's advised to just work with them to completion but in the event they clearly are wasting your time and haven't made enough progress to justify extending a deadline slightly then ya you can back out since they didn't uphold their end of the deal. At either point you should file a ticket against them with evidence showing all of this to avoid them filing a ticket saying you wasted their time and didn't pay them trying to make you out to be the bad guy.
We usually ask people to try to work with people if they are near completion, in development deadlines are not always possible depending on the work so just something to keep in mind unless it's a small task.
Ultimately it comes down to the deal so in either case technically you would have the right to cancel the arrangement if they didn't meet the deadline.
Just keep in mind if they are actually working and just a little behind it would not be advised to waste their time as much as yours since if they did a weeks worth of work and just missed a deadline by a little bit and then get nothing that is still kind of scummy. That's a lot of someone's time as well as yours sometimes you have to deal with slight delays.

situation: a developer makes a piece for a client and has sent watermarked versions of their work for approval. the client has approved all of it and they are both onto the payment process. however, the client takes a really long time to respond. and even though they state they are online, they still do not go through with payment. but they do not outright state that they do not wanna pay.
