It really depends on your approach, the way I'd make that, I'd get a fur brush or a dip brush with bleeding, make the shape first, then colour in the secondary shape (dots and such) then add those white edges, texture the fur strands or whatever they are called, you can either use a premade texture or draw them like you did

I spend 3 days drawing this Van Gogh style background, then add the model, then design the marketing texts, honestly worth it.
