I desaturated by turning down lightness, assuming that's in replacement of luminousity on photopea
and used an overlay blend mode air brush layer
to add the glows onto the eyes and earrings
idk it still looks ass

these are the sets I used
make sure the contour is the proper one otherwise it wojnt look good
stroke is optional
I added an inner glow but thats also optional, gives it a more blue effect
u also need a gradient overlay, make it something like this
mine looks odd though but thats only because the font
if I made it normal and even across both sides one side would be almost all white and the other half almost all blue so it looks bad
you can modify the gradient as you please based on what font you're using
but yeah this is what u get when u add just those two

i agree with you that 2d art is CRUCIAL for the success of a 3d model it self since references are a no brainer , thats what i really like abt 2d artists . they are the reason that your model can look 100x times better than doing it without using a reference . though what i hate about it is the limitation of any sort of optimization . let me give you an example : you want to draw a raptor from scratch , you do so by drawing it and what not . in the middle of the sketch you find that you missed an important limb detail or smth ,you will need to erase the whole area around that place and redraw it . in modeling its simpler , just grab your 3d brush and add the detail. an other scenario is the rendering part you spoke about , in art true you might have more freedom in adding the lightning and what not , but it takes hours and hours of putting , blending , erasing , smudging ... meanwhile you got a whole render endine in programs. i believe the reason you did not have such a good experience with blender rendering is because it uses a very old technology called Opengl. though in other softwares such as maya , 3ds max and even substance painter . its a whole different story

I guess there’s a degree of preference in there because, for example, when making only sort of GFX that requires effects or lighting, I find that photoshop allows more control because lights don’t have to follow particular physics as they do in render engines seeing as you just draw them yourself. I think it ultimately depends on your own style as an artist and the genre you work in, seeing as many people that work in the anime/fantasy genre opt to use photoshop for its flexibility when creating effects and lighting because they prioritize stylization over realism, unlike the military genre where the opposite could be argued
