So I checked with the team, the Unlimited Money mod in GTA is >indeed< permanent once applied, meaning the value won't revert on its own even on a new save. That's expected behavior for this one!

To bring your cash back down, the easiest method is to buy expensive cars and sell them. You can also search online for "how to lower max stack cash in GTA V" and you'll find a few methods that work.
