Where is the request mods button?

Is it just the one where it says it'll let you know by email when they get mods or is it something else? Because there's a game with a decently large player base but hasn't received mods yet and is one of my favorites called White Knuckle. Honestly if I knew any of the modders' steam accounts I would just gift it to them to get them hooked.
