-No the mod unlimited skill use just doesn't turn on
-Unlimited skills usage

Which NPC or character were you trying to use Unlimited Skills Usage on? In the meantime, try verifying your game files on Steam. Once that's done, load the game from Steam first and wait until you're able to move in-game. Then switch to the Wand app, click Play, and give Unlimited Skills Usage another try!
