No, only when the Trainer is active.
Can you disable saved mods and see if the issues remain

Is the latest version loading in after it says playing?
Correct, it's presently on the most recent version.
Can you switch to the 9/2 version and see if the problems are the same? (if it loads)
So, this bug was also on that version, just didn't report it at the time. When I saw it updated, I tried it out, but to the same result.
I haven't tried the older versions, like from late August.
Does the game offer multiple saves?
It does. Started a new game to see if it was just the save, still active in new game.
It's only occuring when WeMod is running with the game.
I'm going to guess you have also tried to verify your steam game files?
You are free to try any other version you please, I'll reach out and see if we will be able to replicate the issues on our end. Can you also go under your steam game properties and provide me your build ID for the game.
Can you also try loading 05/12 (if possible) and see if the issues remain.

05/12 works with no super speed turn order.
08/31 has the bug.
But the one directly before it does not.
Have you since tried doing a clean reinstall of wemod to remove all residual files?
- Use Add or Remove Programs or Control Panel to uninstall WeMod.
- Find and delete these folders:
-C:\Users\Your_Name\AppData\Local\WeMod
-C:\Users\Your_Name\AppData\Roaming\WeMod - Restart your PC.
- Reinstall WeMod by downloading from: https://api.wemod.com/client/download
Hm... I haven't tried a clean install of WeMod.
Fresh Install of Wemod replicated the same result, used most recent update.
