I just bought WeMod pro. I'm from Ukraine, the promo as you can see, doesn't work.

ah.. ukraine being put in the same list as north korea XD makes sense. we do have dictatorship in a way

i dont use the overlay and i dont use the mobile app, so it doesnt make sense for me to have the pro sub i guess. any idea if it gets refunded?

It doesn't get refunded, you paid for the whole month, so even if you cancel, you'll have it until it expires (after a month from purchase date for monthly subscriptions)
