I Cranked up the Xp to High and instantly hit max level is there anyway of getting negative XP in order to rank down or do I have to start a new game?

Unfortunately, there’s no option to lower XP once it’s been increased. You can try verifying your game files to see if that helps, but if not, the only way to reset your progress is to start a new game.
