Installer .exe won't open/load | Wand (WeMod) | Page 1

I just recently tried to download wemod and the installer doesn't open at all to even begin the process. So I'm not sure what to do since I've never had that happen to any exe.... ever.

Things I've tried:

turning off windows defender & firewall
restarting my computer
checking my .NET framework is up to date
running the .exe as administrator

I got it to at least launch that time although it did give me this error - however I was able to use it!
