I open the cheat without applying it but when the game opens it says turn off the antivirus but I don't have an antivirus application installed and I also turn off the Windows firewall

if you haven't already, try launching the game from Xbox first. Load your save and wait until your character is fully in-game and able to move. Then switch to WeMod and click Play. Let me know if you're still seeing the same error.
