Changing experience wont unlock anything you still need to level up to see the changes.

I loaded a new save and started at 1 and set the mod ative when I reached a new level I was still not level 20 but only the next one, i.e. 2

Restart your game, load your save, then start the trainer once you're loaded in and try to use it again..
