No that is not how save works, saves are still written localy for the game and game loads them localy as well. But every time you quit the game it will do something called cloud save as a backup. So then it syncs a backup of your saves over to EA cloud similar to Steam has got. where it syncs your saves to their cloud. But game itself can only read & change saves files if it's stored localy and cannot modify anything through cloud.

So then when you etc reinstall your pc/laptop and install game again it can restore your last saves back to your pc/laptop and you can continue where you saved last without needing to start from beginning again.
