Everytime I try to use any type of mod for this game, it makes a weird sound and just doesn't do anything. Are mods for this game discontinued?

Its checking if all Files are right and there [So not missing or maybe incorectly modifed]

nah i mean wemod, what is it looking to grab so that it actually works, cause it works on my other games

You mean on a Game?

Well its trying to find the right Values in your RAM to modify it if you mean that. [But they probly also use Code-Injection but not 100% sure about that]
