Have you tried launching the game first on steam, wait for it to load then click Play on Wemod?

I started the game once via wemod and once via steam and then pressed play in wemod, but it doesn't work in either case.

Are you getting any specific errors? Do the options toggle on without effect, or do they switch off immediately?
