So I was using the mods for Halo Combat Evolved yesterday and they were working fine. But went to use them today, but was met with WeMod crashing as soon as hitting play or just a black screen when opening WeMod. I check my firewall settings and confirmed that was all good, followed the instructions to the letter for the mods as well. I also re-downloaded the WeMod app several times and validated the games files. The only things I could think of is the auto installer for WeMod's file might be corrupted or the Halo cheat trainer needs to be updated.

Update: Resolved the issue. It was the custom mod campaign I was using. My character didn't have a shield bar, so using the unlimited shield cheat made the WeMod app crash.
