Steam, it works once I reset it but if I close city skylines to go do something else and try playing again that happens

Aight, are you using a game controller? If not, try to add the folders below to your antivirus software. After doing so, please restart your PC and see if it made any changes.

Nope, did that and it is still happening

I just don’t understand why sometimes it works and then sometimes it does that like if I reset it enough it works
